• Support and plan the provision of adult training and special needs.
• Encourage the training of adults as appropriate to their appointments.
• Support the delivery of the learning provision in the County so that all adults have access to the suitable learning opportunities using a variety of methods.

• Provide support to Districts and /or Groups in order to help more young people/adults with Special Needs integrate into mainstream Scouting.
• Provide information on Special Needs and advise on any appropriate support resources.
• Provide advice and support to new District Commissioners during and after their induction period.
• Developing the creation of new Scout Active Support Units and support existing Units.
• Devise a County Plan to incorporate Special Needs, Diversity and Co-education.
